What is HVAMS?

HVAMS is an integrated system for comprehensively managing heavy vehicle access requests as required under the Heavy Vehicle National Law (HVNL). It is the established and accepted heavy vehicle access management system operating in Tasmania, uniting multiple road managers to effectively present one road network to the Heavy Vehicle Industry. HVAMS is also being progressively rolled out nationwide as part of National commitments to implement National Automated Access System (NAAS).

A new national system - NAAS

Infrastructure and Transport Ministers throughout Australia have agreed to progress a new national system for all heavy vehicles, that system is to be based on HVAMS, to be called the National Automated Access System (NAAS).

In accordance with Heavy Vehicle National Law Reform Proposition 2.3, the NAAS will streamline and replace 90 per cent of current access permit requests, with a minority of journeys still needing access permits.

The NAAS will significantly reduce the need for permits and provide industry with a seamless customer experience, greater consistency on decisions, more certainty and timeliness. The NAAS will also give road managers the ability to make quicker, more consistent, and transparent access decisions.

Road Managers

HVAMS has been developed to allow any road manager define their structure and road capability information, and to utilise assessment modules to automate access decisions required under the HVNL. HVAMS uses structure and road data along with Application Vehicle data to support real-time access decisions provided on behalf of road managers directly to industry.

HVAMS Development

HVAMS is a system that delivers notice based access to Restricted Access Vehicles. It has been developed to allow road managers to make access decisions on their road network and have these delivered in real time to industry. It has been applied progressively to different vehicle classes on the Tasmanian network. It is now being developed further and expanded nationally as part of national commitments to deliver a National Automated Access System.
